State Funding: Will It Cleanse Politics?

M Narendra Modi’s Swachh Abhiyaan against corruption continues...  In the midst of a heated political debate over the scrapping of 500 and 1,000 rupee notes, he has recommended state funding of polls, along with simultaneous Lok Sabha and assembly elections, to improve transparency in public life and combat corruption. If implemented, it will be yet another masterstroke from PM Modi. The move will not only help in the eradication of black money during elections but will also lower cases of bribery to get votes. What’s more, it will make our electoral system more transparent and fair.

State funding is the perfect strategy to check the corruption that plagues our country. Crores of rupees are pumped in during the polls to woo the electorate. Unfortunately, even the best monitoring strategies collapse due to political machinations. This step will ensure that accountability is maintained.

  • It’s a fact that public funding is necessary to run an election – money is needed to campaign. It is the criminals, corporates and contractors who fund the political parties in exchange for promises of favours in return. State funding of elections is the only answer to check the menace. Increased transparency will check corruption.

  • State funding is not likely to curb corruption as private individuals will try to pump money into elections by illegal means. The government needs to think of an alternative way to fund elections. For state funding, the government must mobilise adequate money.

  • In principle, it is a novel move, but everything depends on the way it will be implemented. It will curb corruption in a small way when it comes to visible spending such as banners, posters, etc. But there are many invisible expenses — money for volunteers, canvassing votes, buying voters, etc. Funding is mostly linked to parties and a lot of unaccounted money flows at this time.
