Lok Sabha Advanced To 2018. Good Move?

Lok Sabha may be advanced to 2018 instead of 2019

According to media reports, the central government is contemplating the idea of making the next Lok Sabha ahead of time. In other words, the government is mulling about aligning the state elections to be held in November-December 2018 with the General elections.

Why the move

The idea is to reduce financial burden and help conduct elections over a certain frame of time that doesn’t disturb governance at state levels.

The legal procedure

The government is looking at a statutory provision that allows elections to be held within six months of being due. This can be introduced by the Election Commission and doesn’t require any amendment to the Constitution.

Experts take

From the ruling party’s point of view, this seems to be a good move. If the Lok Sabha elections are advanced, the unstable opposition will get less time for preparation. So, there is a greater chance that they will lose against the already prepared BJP. It is unlikely to affect the voters. Also, it may curb electoral expenses to a large extent.

Abhay Deshpande, constitutional expert

The move, it seems, is an attempt to consolidate Narendra Modi’s power at the Centre. There is every possibility that such a step will favour the ruling party in power, as it has been observed in the past that voters have the tendency to vote for same party if elections for general and state assembly are held together.

It will be an unhealthy trend if the government advances the election by a year. We should abide by the Constitution that has set a fixed tenure of five years for both the state and the central government.

The move, if implemented, will set the stage for yet another electoral reform in the country. It is a known fact that electoral process is long and tedious in India. The move will reduce the public exchequer’s money. But then, it needs to be seen how Opposition will take it.
