Union minister M Venkaiah Naidu on Tuesday filed his nomination for the post of Vice-President in the presence of Prime Minister Narendra Modi and other ministers. The 68-year-old is comfortably placed against opposition-backed Gopalkrishna Gandhi as the ruling National Democratic Alliance (NDA) has a clear majority in the Lok Sabha. How the Vice-President is elected

  • The Vice-President is elected by an electoral college consisting of members of both Houses of Parliament, in accordance with the system of proportional representation by means of a single transferable vote.
  • Any person qualified to be elected and intending to stand for election as Vice-President is required to be nominated by at least 20 MPs as proposers and at least 20 MPs as seconders.
  • The voting is done by a secret ballot.

Difference between presidential & VP election

The Electoral College of Vice- President is different from the Electoral College for the election of the President in two aspects: a) It consists of both elected and nominated members of Parliament, as in the case of President it is only the elected members. b) The VP is elected by Lok Sabha and Rajya Sabha MPs. The MLAs or MLCs have no role to play.

Role of the Vice-President

  • The term of office of the Vice-President is five years.
  • `He is the executive chairman of the Rajya Sabha and cannot hold any other office of profit. However, during the period when he/ she acts as the officiating President of India, he / she shall not act as chairman of the Rajya Sabha. 


The contenders

Venkaiah Naidu: Naidu served as the minister of Housing and Urban Poverty Alleviation, Urban Development and Information and Broadcasting in the Modi ministry. Born on July 1, 1949, Naidu joined politics in his college days.  He came into prominence during his 1972 Jai Andhra movement. He quickly rose to the ranks of President, Students’ Union, VR College, Nellore in 1971. 


Gopal Krishna Gandhi: Grandson of Mahatma Gandhi, Gopal Krishna Gandhi was born on April 22, 1945. Having completed his Masters in English literature from St Stephens College, Gandhi served as an IAS officer from 1968 till 1992 when he voluntarily retired from service. He also served as the minister (Culture) in the High Commission of UK.
