Should The Unruly Parliament Members Be Named And Shamed?

Days before the start of the winter session of Parliament, VP Venkaiah Naidu has mooted a ‘name and shame’ policy for unruly members who rush to the well of the House and disrupt proceedings...


VP’s suggestions for a better performance

1 Naidu has proposed a provision in the Rules of Business for “automatic suspension” of those who do so. 

2 He also suggested ranking legislatures based on their performance along the lines of ministries and departments. “If the executive wings at various levels are being ranked within the country... Why cannot we rank the legislatures based on their functioning and effectiveness? We need to determine the parameters, of course, to define the effectiveness of legislative bodies and discuss the modalities of this process,” he said. 

  • 60% of the time, for Question Hour, was lost to disruptions during the 15th Lok Sabha. Question Hour is the first hour of every parliamentary sitting, devoted to questions posed by MPs, to be orally answered by ministers. 
  • Of the 116 Bills, other than finance and appropriation Bills, passed by the 15th Lok Sabha, a significant percentage of Bills were passed without adequate debate in the House.
  • Based on salaries, perks and the cost of running Parliament, about ` 144 crore was lost due to disruptions during the 10th session of the 16th LS.


3 Naidu, who also observed that there was a perception amongst people that legislatures didn’t put in enough hours, said, perhaps a minimum sitting could be looked at.

4 Ruing the deteriorating standards of debate in Parliament, Naidu said, Members of the Legislatures should take their deliberative functions seriously and ensure quality debates and interventions. 


5 Naidu also spoke on the need to preserve the constitutional demarcations between the three wings of the polity. “This fine balance has to be respected,” said Naidu.


How disruptions impact the country?

  • According to analysts, the rise in disruptions, whether in Parliament or in state legislatures, is due to the belief among the parties and their legislators that their interest is better served by disruptions than debates
  • The role of legislators or representatives is to debate the appropriateness of legislation. However, disruptions not only delay legislative business, but also allow little time for debates. 
  • According to experts, disruptions also contribute to undermining the respect representatives ought to have in the eyes of the citizens. 
  • Unfortunately, disruptions in India are not caused by the actions of individual legislators but the coordinated action of a party to which the disrupting members belong.

I am not at all feeling good at saying this but yes, the unruly Parliament members should be named and shamed but in a limit as it may help to realize them their duties and make them honest because self respect is the most important thing in a person''s life and maybe hurting it would make them dutiful .

Yes it is necessary but Maybe the presiding officers would consider naming and ejecting unruly members if they insist on disrupting normal functioning of Parliament. The reported order of the Gandhis to their foot soldiers to disrupt Parliament, come what may, will leave the Government with no option than to name and suspend members who do not pay heed to the presiding officer. That is the least that can be done to restore some dignity and respect to Parliament.

According to my view for the Indian parliamentary system its non working members should be named and shamed as this proceedings would help them become aware their mistakes and make them realise their function because for a country to function properly it is important for Legislatures to work duly and punctually.
